Howard Kitko

Prior to coming to the City of New Carlisle, Howie Joined the United States Navy in 1992 where he would become a “Seabee”.  Howie spent 8 years on active duty gaining various knowledge of the construction field.  Howie’s primary function was a construction mechanic.  While in the Seabees, Howie was crossed trained in electrical, utilities, construction equipment operation, building construction and asphalt/concrete work.  Howie’s main deployments while in NMCB 3 were to Guam and the Island of Crete, Greece. Howie was then stationed with Navy Special Warfare, Little Creek Virginia, where he maintained various equipment and performed other functions to help keep some of the Navy’s special forces ready for deployment.  Howie was honorably discharged in April 2000.

In March of 2000 Howie joined The City of New Carlisle as an equipment mechanic.  Howie showed an interest in Water Treatment.  After attending multiple training classes, Howie became a Class 2 Water Treatment Operator to broaden his skills as a public employee.  In the fall of 2005, Howie left his position as the City Mechanic and become the Current Director of Public Service.

As the Director of Public Service, Howard oversees the Water Treatment, Wastewater Treatment, Streets, Parks and Cemetery operations, in order to, keep them all within federal, State and local rules and regulations.  Howie is responsible for departmental budgets, grant and funding requests and preparing for the future of the City of New Carlisle’s infrastructure.  Howie’s knowledge while serving as a Seabee has been crucial to much of the operations performed under this position.
